How would we like to see the health system in the coming years? An extremely important national task that concerns us all. Dr. Ronit Segal Hirschberg , with the guidance and advice of many good people, conducted the research and published the health policy plan as part of the Forum for National Challenges. An integrative model based on six intertwined goals is presented here for the first time: technological infrastructure and innovation, human capital, physical infrastructure, service, organizational infrastructure, economic infrastructure. The technological infrastructure and innovation are at the center of the model, being the most important potential for leveraging the country’s capabilities in strengthening the health system and preparing it to face the next decade.
The document deals with the planning of a health policy at the national level, where the goal is to propose actionable courses of action that will prepare the State of Israel for the future world of health and allow it to prepare and successfully deal with the challenges and changes it faces.

The Forum for National Challenges aims to present a series of policy documents to deal with the main challenges that the State of Israel is required to face. The forum implements a methodology based on three basic values:
- Designing an applied policy (feasible, measurable), produces an impact (meaningful) and disrupts (disruptive).
- “Network” work – broad collaborations with all the relevant ‘actors’ from the three sectors (public, private, third sector) to identify the problem and design the solution.
- A comparative study.
